December 5, 2018 CDD Meeting Highlights

The meeting opened with a lengthy discussion of a recent resident wetland violation. As a reminder, the wetlands and wetland setback areas, on both CDD property AND resident property, are part of the SWFWMD CDD wetlands permit. This means that residents may only remove invasive species AND must have CDD permission / supervision to do so. Residents must contact the Lodge prior to the removal of any plant material. The CDD wetlands vendor will review the area and provide guidance as to what may and may not be removed or cut back. Residents must receive written permission from the CDD prior to removal / cutback of any plant material on CDD property. The Lodge Manager will provide residents with the proper forms that must be completed prior to any work being done. Any non-authorized removal of plant material in areas falling under the SWFWMD CDD permit will be replanted at the offending resident’s expense. All legal costs associated with the violation will also be charged to the offending resident.

The Board reviewed the resident request from November to allow exceptions to the “No Parking on CDD Wetlands & Wetland Setback Areas” policy. The Board reaffirmed the existing “No Parking Policy” and declined to allow any exceptions. As a reminder, this means that any vehicles found parked in CDD natural areas will be towed at the vehicle owner’s expense.

The District Engineer (via phone conference call) reported on the progress of AC replacement bids for the Fitness Center. Due to the complexity of the job, and the amount of work vendors had committed to prior to the end of the year, proposals have been slow coming in and several vendors have declined to bid on the project until after the first of the year. The Board expects to review four proposals at the February 6th meeting.

The landscape maintenance contract was placed out to bid in October. Five landscape vendors have submitted proposals. As planned, the December 5th CDD meeting was continued (rather than adjourned) to December 12th. At that time four vendors attended and gave their presentations. After a Q & A session with the presenters followed by a discussion within the Board, the Board selected Redtree Landscape Systems.

As is customary, every two years after an election a new Chairperson is selected.  Jim Estel was selected and will serve as Chair.

The next CDD meeting is January 9th, at 9:30 AM, in the Activities Center.
